Public bug reported:

bind is reloading every zone every 2 - 3 seconds with a new serial
number. It basically updates every zone, reloads, then updates every
zone and reloads again.

These lines are from syslog over 5 minutes showing the reload message
for just one zone:

http://pastebin.ubuntu.com/25516608/

Note there are 89 zone reloads in just 5 minutes.

Here is a single reload worth of messages:

https://pastebin.canonical.com/198066/

that's 260 new lines of text flooding syslog every 2 seconds.

maas-dns needs to create a separate logging facility to log named and
maas-dns messages outside of syslog.

This is causing syslog to grow upwards of 700 MB per day
