On the maas server, bind is being reloaded by MAAS every 2 seconds.
This has several detrimental effects:

1:  Bind becomes unresponsive and because of this name resolution on both the 
MAAS server and all nodes stops, and things break
2:  Syslog is flooded by all the messages triggered by a MAAS reload.  This 
leads to issues any time something has to read syslog.


We are currently manually reloading bind when it becomes unresponsive, but 
that's obviously untenable.

MAAS is updated to the current versions:
