Any VF that I bind to vfi-pci gets handled as secondary queue.

I checked, if I bind ALL to thunderx-nicvf then ALL are considered primary and 
work to initialize in testpmd.
Also the example at 
http://dpdk.org/doc/guides/nics/thunderx.html#example-device-binding clearly 
points to vfio-pci.

Vice versa if I bind ALL to vfio-pci, then ALL fail - see
