There has not been further discussion here, and since I don't see
anything wrong with dhcp3-server, I do what I proposed in my last
comment and devote this bug to xorg, which *does* misuse debconf, in a
horrible way: It does not consider the current xorg.conf at all, but
instead scribbles all over it.
