To get as close to the latest kernel, etc, I tried the daily build of
17.10 server.  Its kernel 4.12.0-13-generic #14.  It behaves like the
16.04.3 and 17.04 desktop versions.  That is, it half works.  You can
see the wlan0 device, but you can't scan and find any stations.  It also
has a very funny lag, as if the system is doing lots of extra processing
and can't keep up.  The syslog is filled with "rsi_91x:
rsi_interrupt_handler: Failed to Read Intr Status Register" messages.

I suspect you've broken the RSI 91x driver or RSI SDIO driver.  I
suspect they've been broken for some time.  The last working version for
me was 16.04.1.
