Thanks for the tests, there are several interesting things in it. The first one is that upgrades took very long time and I opened an upstream issue for that: https://github.com/mvo5/unattended-upgrades/issues/76 The second is that u-u properly blocks shutdown so this bug seems to be fixed for the tested case. The third is the presence of the crash file in 3/ which is a result of killing u-u --download and it is normal, thus u-u should not generate it.
