I managed to solve the issue for my case!!

The problem was a nfs share defined in /etc/fstab. It seems it should be
unmounted but networking already stopped. So i switched to autofs and
successfuly rebooted twice without the problem.

Thats how i defined the mount:
server:/path/to/nfs-share       /media/nfs-share      nfs 
auto,nofail,noatime,nolock,intr,tcp,actimeo=1800 0 0
