Public bug reported:

This is rather minor bug: while I was messing around with mopidy and
mopidy-youtube, I noticed that the required dependency python-pafy or
python3-pafy (depending on the release) is missing, which disables the youtube
extension.

It is straightforward to fix by installing the missing dependency, but in my
opinion it should be part of the dependency list of the mopidy-youtube package.

As far as I can tell, it affects Ubuntu 16.04 and 17.04 but may be
present in other releases.
