Public bug reported:
In Ubuntu Software, when clicking on "Updates", the horizontal pane that
holds the buttons "All", "Installed," and "Updates" gets resized
vertically in order to accommodate the "Refresh" button that gets shown
in the "Updates" section, which causes a small visual glitch.
The same effect happens in System Monitor when alternating between the
"Processes" section and "Resources" and/or "Filesystem."
