Can you please show the output of:

fc-match -a | head -n 70

to check if you possibly have some other font installed with ability to
render Japanese characters.

Maybe there is a need for a configuration file similar to the
/etc/fonts/conf.avail/69-language-selector-zh-*.conf files. I thought
there wasn't...
