I guess this should be low risk for users, since they aren't likely to
be using mir without knowing about it. I don't have a particular problem
with the upload.

You'll need to find an archive admin (member of ~ubuntu-archive) to
publish this silo for you, since it introduces new packages & needs a
review for that. That person can also process the removal bugs you need:
