the rc*.d links aren't installed
root@cosmic-terrapin:~# ls -l /etc/rc*.d/*apport*
ls: cannot access '/etc/rc*.d/*apport*': No such file or directory
which means that apport isn't started, so it doesn't set up the
core_pattern.
on zesty, it seems good
