Since there didn't seem to be any activity in the corresponding bug
report, I took a look in the Debian package tracker
(https://tracker.debian.org/pkg/wbxml2) to see if it had any more
information. Unfortunately I found that the package has been marked as
orphaned earlier this year, see https://bugs.debian.org/cgi-
bin/bugreport.cgi?bug=852499 for more details. I believe this means that
the package will be kept in the archive, but someone will need to step
up in order to get newer versions or serious fixes in.

You may look into help maintaining the package, probably contacting the
current maintainer whose email is listed on the package tracker page. He
presumably knows more about the details and where it would make sense to
start.

There is https://www.debian.org/doc/manuals/maint-guide/ and
https://www.debian.org/doc/manuals/developers-reference/ but they
contain EVERYTHING so can be rather overwhelming :) Plus, since you
start with an existing package most of it should already be in place.
