I have this same bug on my Carrizo AMD A10-8700P. When I cycle through the terminals on shutdown there is no further information to describe what is going on. I am running 17.10 based on the October 15, 2017 daily iso. I have also set my journal as persistent and can't see anything in there that would indicate wat is slowing it down.
Later tonight I will post my systemd-analyze critical-chain and systemd- analyze blame files and perhaps that will help? I would say it takes at least 6 minutes to shutdown or reboot (just up the the shutdown point).
