core-network package was removed due to security vulnerabilities. It is
a universe package with no support provided by canonical and is thus out
of scope. What is RMC (rsct)? Why does it require universe packages? GUI
packages? Packages with known unpatched vulnerabilities? Can it operate
without core-network?
