Public bug reported:

Booted with 17.10, "try before install" then manually started installer.

Secure boot disabled. Installing without connecting to network.

Must run "sudo swapoff -a" to be able to get more than a few steps into
the installer.

>From /var/syslog (transcribed):

"lubuntu ubiquity E: Unable to locate package shim-signed"
"lubuntu grub-installer: info: Calling 'apt-install grub-efi-amd64-signed'
failed"

After acknowledging the error message popup, the installer crashes.
