On my Raspberry Pi OpenELEC device, I see that they have cec-client
working. However, it's not cec-client 4.0.1, but an older 3.0.1:
# cec-client -i
libCEC version: 3.0.1, git revision: f3d0ca2
, compiled on Sun May 1 12:14:09 UTC 2016 by [email protected]
on Linux 3.19.8-100.fc20.x86_64 (x86_64), features: P8_USB, P8_detect, 'RPi'
# cec-client --list-devices
libCEC version: 3.0.1, git revision: f3d0ca2
, compiled on Sun May 1 12:14:09 UTC 2016 by [email protected]
on Linux 3.19.8-100.fc20.x86_64 (x86_64), features: P8_USB, P8_detect, 'RPi'
Found devices: 1

On this Raspberry Pi, `cec-client -s` does work.
