On Ubuntu 16.04 LTS, binary package nfs-common (1:1.2.8-9ubuntu12.1)
# systemctl enable rpc-statd
Created symlink from
/etc/systemd/system/nfs-server.service.wants/rpc-statd.service to
/lib/systemd/system/rpc-statd.service.
fixes the problem for me.
