Public bug reported:
State selector "Active" is showing:
1) Torrents which are seeding and not idle
2) Torrents which are downloading and idle
It should show only torrents which are not idle. Curiously, it correctly
hides torrents which are seeding and idle. The web interface works
correctly: when "Active" is selected, only not idle torrents are shown,
whether seeding or downloading.
I have attached a screenshot of transmission-remote-gtk to show it.

Xubuntu 17.10
transmission-daemon: 2.92-2ubuntu3
transmission-remote-gtk: 1.3.1-2
