Public bug reported:

After a do-release-upgrade from Ubuntu 17.04 to 17.10 and the
accompanying update of the kernel (4.10.0-37 to 4.13.0-16), the first
boot for this Toshiba NB205 laptop resulted in a garbled screen mid-
boot. Using Alt+Fn did not do prove to do anything useful.

The workaround of adding "nomodeset" to the GRUB options allowed me to
boot successfully although with a not-that-usable screen resolution.

The previous kernel (4.10.0-37) still works as expected when chosen to
boot.

Attached is a trace from /var/log/syslog.
