Actually there is such a place:
Settings -> Region & Language

That's not good. To determine if this really is a bug, we'd need a
reproducible step-by-step case.
I'd advise you to make use of the GUI mentioned above. Change things
back and forth a couple of times, to make sure that everything is in
sync, and then reboot.
Please let us know if that makes a difference.
