Description of problem:
If I shutdown the computer finally turns off. If I turn on the computer again,
the BIOS does not recognize my USB keyboard and mouse. As a result, no OS
(Fedora nor Windows) is able to initialize and use the keyboard and mouse. I
have to unplug the power chord and wait until the power supply is discharged.
After the next power on, the mouse and keyboard functions completely ok.
I had exactly the same bug with kernel 2.6.38 on ubuntu.

Version-Release number of selected component (if applicable):
kernel
3.2.1-3.fc16.x86_64 - BUG PRESENT
3.1.9-1.fc16.x86_64 - BUG PRESENT
3.1.7-1.fc16.x86_64 - bug free!

How reproducible:
all times

Steps to Reproduce:
1. boot with kernel 3.2.1-3 or 3.1.9-1
2. login
3. shutdown the computer
4. after power down, turn on the computer

Actual results:
the bios does not recognize the USB keyboard and mouse. The mouse and keyboard
can't be used.

Expected results:
mouse and keyboard must function

Additional info:
See https://bugs.launchpad.net/ubuntu/+source/linux/+bug/786272 for more
details. The hardware details are the same exept the graphics card.

Linux 3.2.5-3.fc16.x86_64 has the bug, too.

If I boot 3.2.5-3 the logon screen finally appears. But the keyboard and
mouse do not function. If I press a key in this state, the three leds
num lock, caps lock and scroll lock will be turned on for approx. 0.5sec
once or two times.
