I can confirm the bug on a Lenovo laptop. It may be the Qualcomm Atheros wireless card that is the culprit. I have a Qualcomm Atheros QCA9377 card. I can also confirm that the newest kernel from the Ubuntu Mainline ppa (http://kernel.ubuntu.com/~kernel-ppa/mainline/), 4.13.10, seems to solve the issue. The computer shuts down as expected. I have no problem with suspend closing the lid.
