Thanks for reporting. I found a corresponding bug report in Debian, so I have attached a bug watch. In the meantime python-dbus can be installed manually as a workaround.
Based on the duplicate report, this is at least affecting Ubuntu 17.10, but based on the report date for this one, it seems to have been present for a while. When reporting bugs in the future please use apport by using 'ubuntu-bug' and the name of the package affected. This adds additional debug information and version numbers which makes it easier to see which releases are affected or not.
