Same error on Xubuntu 17.04. The scanner is identified on 'sane-find-
scanner' as seen below:

found USB scanner (vendor=0x04e8 [Samsung Electronics Co., Ltd.],
product=0x3469 [M2070 Series]) at libusb:001:002

But when I try to 'scanimage -L', I get:

No scanners were identified. If you were expecting something different,
check that the scanner is plugged in, turned on and detected by the
sane-find-scanner tool (if appropriate). Please read the documentation
which came with this software (README, FAQ, manpages).

Even already having an uncommented samsung under '/etc/sane.d/dll.conf'
and a /etc/sane.d/samsung.conf with:

usb 0x04e8 0x3469

  have a printer scanner samsung m2070w. I have downloaded and installed
  the drivers from samsung website. printer works fine, however scanner
  is not detected by xsane, despite process reporting successfull driver
  installation. on sane-find-scanner this is reported: found USB scanner
  (vendor=0x04e8 [Samsung Electronics Co., Ltd.], product=0x3469 [M2070
  Series]) at libusb:002:111
