The linux-kvm is missing a random source; there's a distinct lack of
entropy on the system as discovered by finding out bugs in netplan,
cloud-init, etc.
Please enable at least CONFIG_HW_RANDOM, CONFIG_HW_RANDOM_VIRTIO.
