Let me emphasise that I have been the champion of supporting "older" hardware. I have spent weeks of my life just getting Mir working on the original Atom chips. And before that even trying to support Pentium 3's.
But the decision isn't up to me. My work on Pentium 3 graphics was cut off by Mesa (v8.0?) dropping support for the hardware. And my work on the original Atoms is now also nullified by Ubuntu dropping support for 32-bit installations. I have tried really hard to make sure we can support everyone's hardware, but there are other opposing forces. On the simple matter of priorities though, I think we need to be paying more attention to Ubuntu 17.10's issues on Radeon and Nvidia hardware more than this.
