Some additional info:

Mouse adjustment happens to work fine on normal Ubuntu and Ubuntu-Mate
17.10.  This seems to be specific to Xubuntu.

The xset command also has no effect (eg `xset m 10 1`)

#Note: the 10 and 1 is from my `xset m 10 1` attempt above.  This should
have made the mouse very fast but nothing changed.

adjustment was applied.
