For me, the GDM screen is scaling the icons and text correctly. However, the pointer is very tiny.
This tiny pointer is also briefly visible on the Plymouth screen just before GDM appears. Once I click on the user name, and hover over the password text box, the cursor scales up to the correct size. It seems as if the pointer retains its original size (from Plymouth), until it encounters a text area. Then it seems to read the gsettings value and resize itself.
