OK, it sounds like this might be a kernel regression. Please try
downgrading to kernel 4.10 or earlier:

  http://kernel.ubuntu.com/~kernel-ppa/mainline/?C=N;O=D

and then select it at boot time.

Kernel 4.10 is what Ubuntu 17.04 had where you said it was working.
