Turning off the monitor is a VERY simple way to reproduce the issue. I was able to work around it by changing my sleep settings (super wasteful!) so that the monitor never goes off. I thought I tried this before...but it works now.
I attempted to follow the generic crash report instructions. I got a apport gui to ask about submitting and I hit submit. I didn't get any confirmation it did anything however.
