I cannot reproduce the issue here. Tried both "Ubuntu" (Wayland) and
"Ubuntu on Xorg" sessions, the "Other Bookmarks" menu always drops down
after resuming from suspend.
I see that you're using Xubuntu, any chance you can try in another
session and report whether that makes a difference?
Does your menu have lots of items? Does it make a difference if it's
lighter? (make sure to keep a backup of your bookmarks if you're going
to remove some for testing)
I haven't found any upstream bug report that mentions this issue. Can
you confirm that chrome (distributed by google) is also affected?
