Public bug reported:

Sometimes, but not always, command4 fails on s390x like so:

autopkgtest [02:56:10]: test command4: nfct add helper ftp inet tcp
autopkgtest [02:56:10]: test command4: [-----------------------
nfct v1.4.4: netlink error: Device or resource busy
autopkgtest [02:56:10]: test command4: -----------------------]
autopkgtest [02:56:10]: test command4: - - - - - - - - - - results - - - - - -
- - - -
command4 FAIL non-zero exit status 1
autopkgtest [02:56:11]: test command4: - - - - - - - - - - stderr - - - - - -
- - - -
nfct v1.4.4: netlink error: Device or resource busy

can it somehow be made less racy? or e.g. retried? Since -EBUSY is
retriable error, right?

** Affects: conntrack-tools (Ubuntu)
     Importance: High
         Status: New
