Public bug reported:

On a fresh artful installation ubuntu-release-upgrader has this code in
DistUpgrade/DistUpgradeFetcher.py:

...
47     def runDistUpgrader(self):
48         # now run it as root
49         if os.getuid() != 0:
50             os.execv("/usr/bin/gksu",
51                      ["gksu",
...

But gksu is not installed by default and u-r-u crashes if it is executed
as a non root user.
