Last merge changelog of remaining changes:
* Merge with Debian unstable (LP: #1712256). Remaining changes:
- Drop upstart system jobs.
- delete d/irqbalance.upstart
- d/irqbalance.maintscript: conffile handling (droppable >18.04)
=> This was taken by Debian as part of
* Drop debian/irqbalance.upstart and remove from the system when upgrading,

- Do not start when inside a container (LP 1454273) but for systemd now
While upstream has a different position on this Debian has taken my (and
others) suggestion and now is in debian/changelog:
* debian-systemd-service-adaptions.patch: Do not start irqbalance in
containers, patch from upstream.
That overall means all remaining Delta is integrated and this shall be a sync
again.
