Hi,
none of the attached logs suggests that this is an issue in libpq-dev.
Instead it is a generic issue that can happen on I/O corruption (I hope not) or 
aborted package processing.

There is a good summary on askubuntu [1] about it that I'd recommend to
follow.

I'll mark this bug as incomplete assuming you will resolve it with that and 
that it is more an issue on the configuration or status of your local system 
than Ubuntu.
If you think it is please set it back to new and explain why you think so. Any 
more debug information along that will help to find the root cause.
