The same keyboard maps are now used for the console and for X, which is
a big win for us because previously, they were always out of sync, and
the X maps are much more descriptive.

Therefore, ubuntu-minimal (as it is intended to provide a functional
console) depends on the keymaps from X (and no other part of it).

The new data is somewhat larger, but this is primarily because it is
more complete.   The old console keymaps are no longer installed by
default, so this seems like a pretty balanced solution.
