Public bug reported:
When I removed an application launcher (Mozilla Sunbird) from the top
panel, both panels disappeared. After restarting gnome-panel, the top
panel was gone. Re-login and even reboot did not help, the top panel is
gone and I had to construct a new panel from scratch.
In my home folder I found a strange error log of Nautilus:
