Public bug reported:

'apt' is a easy-to-use wrapper around some 'apt-get' and also 'apt-cache'
functions. The idea here is make 'apt' a even more useful tool allowing
installation of .deb packages directly, creating a wrap[per around 'dpkg'
command as well, allowing a command like this possible:
$ sudo apt install mylovedpackage.deb

** Affects: apt (Ubuntu)
     Importance: Undecided
         Status: New
