alexmoldovan|eod, Odd_Bloke - that is correct.... xe-guest-utilities in
xenial used to be shell scripts that used to call binaries from
xenstore-utils hence had the dependency declared; in artful it's
rewritten code-base that does everything via statically linked golang
bindings, and thus doesn't call binaries from xenstore-utils and hence
dropped the dependency requirement.
I have tested that xe-guest-utilities daemons system scripts work
correctly, by validating new packages on a partner cloud that uses xen.
If the xenstore-utils package is required... it should be seeded
explicitly, and not rely on transient dependency.
