Thomas, I think the next step here is to verify if latest and greatest php upstream version have the same behaviour with the above tzdata upstream change.
This will tell us if the situation has been already addressed (intentionally or by happenstance) upstream or not. I'm also afraid this change might impact other packages like php relying on "WGT" & "WGST".
