The package python-requests doesn't declare multi-arch correctly.
According to the spec [1], because it's "Architecture: all", I believe
"Multi-Arch: foreign" should be specified so that the native package can
be installed.
As an example of where this currently fails:
$ sudo apt-get install ceph-common:armhf
Reading package lists... Done
Building dependency tree
Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
