Public bug reported:

The install system hangs after every install, after the user clicks the
"Reboot Now" button.   The desktop disappears and "Ubuntu 17.10" in
white typeface appears, but then nothing.  The system must be reset to
regain control (the installed system then works).

I'll attach a screenshot of a VM in the hung state, and also an archive
of files left in /var/log/installer/

STEPS TO REPRODUCE (using Virtualbox):

1. Download the 17.10 Desktop iso image from 
https://www.ubuntu.com/download/desktop/thank-you?version=16.04.3&architecture=amd64
2. In virtualbox, create a new VM with a newly-created virtual disk;
   attach the iso image to the virtual optical drive, and start the VM.
3. Select "Install" when prompted, then take all the defaults (no download in 
background, no extra codecs, etc.)
4. When finished, click the "Reboot Now" button

RESULTS: hangs
