The offending version of libseccomp2 is still in xenial-proposed, but
snapd on most architectures statically links against it. Unfortunately
the bug for the libseccomp2 SRU is still in verification-needed:
https://bugs.launchpad.net/ubuntu/+source/libseccomp/+bug/1682102.

The two fixes that spring to mind are to 1) get that verification done
quickly or 2) remove libseccomp from xenial-proposed, upload snapd
again, promote the new build and then upload libseccomp again (this only
works if snapd does not genuinely depend on the version of snapd in
proposed of course, if that is the case then it should not have been
promoted to -updates...)
