whereas with debian and its derivatives ( Ubuntu / Mint ), aac encoder
from libav is used.

rem@debian:~$ gst-inspect-1.0 avenc_aac

                        Integer. Range: 0 - 2147483647 Default: 0 

I guess from the above, libav's aac encoder supports only default
configuration. Can't see a quality element property here.
