This bug has remained over the years. The problem is that both the
"Notification area" and "Indicator plugin" panel items contain their own
copy of the Network icon. Only the latter shows a mouse hover effect for
it, so I assume it's the correct/preferable place to contain it.

A quick-fix is to remove both panel items, re-adding the Notification
area first. As the Indicator plugin gets added, some check appears to
happen which then removes the duplicate Network icon from the
Notification area.

Unfortunately this fix doesn't last forever, and the logic is clearly
fragile (it should be triggered under more conditions, e.g. on each
startup.

I saw another suggestion about "clearing saved sessions" but I don't use
sessions and it had no effect for me.
