I also came across this bug on 17.10. Creating an empty
/etc/NetworkManager/conf.d/10-globally-managed-devices.conf file did not
work. But when I copied the file from /usr/lib and changed the value
"unmanaged-devices" to none, I was able to manage all my network devices
again using NM.
