How about this method for time setting problem.

When Install, read BIOS time and show that to user.

Ask, Is this correct time to you ?

When yes, set UTC=no in /etc/default/rcS

When no, set UTC=yes.

I live on GMT+9 then had problem like this,

As I remember Ubuntu installer didn't ask UTC or localtime.

When user do dual boot with other os like windows, this problem can
occur more complex problem.
