  Test Case:
  1. Install Ubuntu 16.04 + all the updates
  2. Boot 18.04 from an ISO
  3. Run the installer
  4. On the partitioning page, select "Upgrade to 18.04" and continue with the 
installation
  
+ It can also be reproduce with the following command
+ $ sudo apt-clone restore-new-distro \
+     /target/ubiquity-apt-clone/apt-clone-state-ubuntu.tar.gz \
+     bionic --destination /target
+ 
  Expected result
- The upgrade ends successfully

  Actual result
  This crash.
  
  When trying to upgrade the clean installation of Lubuntu/Xubuntu
  16.04.3/17.10 (I haven't tested other flavors) using the daily desktop
  image, I got an error titled "Error restoring installed applications".
  The upgrade itself succeed though.
