I see from your logs that you have:
modified.conffile..etc.apache2.mods-available.php7.0.conf: [deleted]
modified.conffile..etc.apache2.mods-available.php7.0.load: [deleted]

I'm not sure since there are not much further good details in the logs, but 
that could be your issue.
As that would break just the step you see failing:
  Enabling module mpm_prefork.
  apache2_switch_mpm Switch to prefork
  dpkg: error processing package libapache2-mod-php7.0 (--configure):

This might have been deleted unintentionally, I saw you alread purged
and removed the package and so on. DPKG stores that you have removed the
conf files as it could (nad mostly is) an intentional change by an
admin.

But in your case it seems to me you want the default files back.
To do so do like:
$ apt-get install --reinstall -o Dpkg::Options::="--force-confmiss" 
libapache2-mod-php7.0
